Your Committee on Finance, to which was referred Resolution No. 402-96, reports as follows:
Resolution No. 402-96, transmitted by former Council Chair Brian De Lima, via Communication
No. 1434, dated October 15, 1996, relates to special counsel for the Hawaii County Police
Department.
Resolution No. 402-96 intended to clarify Section 5-2.5 of the Hawaii County Charter, in relation
to the Council's authority to employ special counsel for the representation of certain Hawaii
County Police officers.
This resolution was originally heard on November 12, 1996, and withdrawn without formal
motion or vote as required by Rule 5(4)(c) of the Council Rules of Procedure.
Communication No. 406, transmitted jointly with Resolution No. 402-96 from Committee Chair
Aazon Chung, dated July 22, 1997, requests this measure be officially filed.
Your Committee on Finance recommends Resolution No. 402-96 be filed.
