Chair and Members Hawaii County Council Hilo, Hawaii 96720 Your Committee on Finance, to which was referred Bill No. 117, reports as follows: Bill No. 117, transmitted jointly with Resolution No. 130 by Finance Director Harry Takahashi, via Communication No. 403, dated July 17, 1997, amends Ordinance 97-82, as amended, the Operating Budget ending June 30, 1998, by establishing the following district appropriations: DISTRICT AMOUNT Puna $ 759,600.00 South Hilo 1,600,650.00 North Hilo 100,350.00 Hamakua 264,600.00 North Kohala 132,750.00 South Kohala 382,950.00 North Kona 777,600.00 South Kona 249,300.00 Ka'u 232,200.00 Circle Island 800.000.00 Total $5,300,000.00 On March 15, 1988, the Hawaii County Council adopted Resolution No. 397-88 which increased the fuel tax by an additional 3.8 cents per gallon. Resolution No. 397-88 was instrumental in creating the fuel tax increase expenditure plan which provided for the expenditure of an anticipated $1.5 million in amiual revenues. These revenues were to be utilized for road improvement projects over aten-year period, delineated in five increments. This measure also established a district apportio~rment formula, based upon a percentage derived from each district's vehicle weight tax and road miles. Resolution 351-91, adopted on August 7, 1991, amended Resolution No. 397-88 by providing for revenues in excess of the monthly amount projected for any increment to be made available for circle island roadways. FC. REPORT NO. 1 14 As the fifth and final increment of the project plan, Bill No.117 appropriates funds for district and circle island road improvement projects. Allotments from the district appropriations shall be made to the specific projects listed on Exhibit A. Funds for these projects shall be provided from that portion of the Highway Fund which is designated as the Fuel Tax Increase Account No. 3104.06. Your Committee on Finance is in accord with the purpose and intent of Bill No. 117 and recommends it pass first reading.
