Your Committee on Public Works and Intergovernmental Relations, to which was referred
Communication No. 78, regarding Bill 14, reports as follows:
Bill 14, transmitted by Director of Public Works, Warren H.W. Lee, via Communication No. 78,
dated December 10, 2008 amends Chapter 24, Article 10, Division 5, Section 24-280,
Schedule 28 (No parking at anytime), paragraph (f) Kona, of the Hawaii County Code 1983 (2005
edition, as amended), by adding the following, to be appropriately numbered and to read as follows:
" ~ Manawale`a Street, both sides."
There was no testimony from the public on this proposed bill.
Committee Chair Brenda J. Ford relinquished her seat to Council Member Dominic Yagong.
Vice Chair Kelly Greenwell was absent and excused for this meeting.
Traffic Division Chief Ron Thiel appeared before your Committee. Mr. Thiel commented that
Manawale`a Street is a total of 4,000 feet long and has been built and part of the La`iopua
Connector Road Project (Portions of Keanalehu Drive and Manawale`a Street). The makai portion
of Manawale`a Street is about three-thousand feet and its lowest region that extends through
Deparhnent of Hawaiian Home Lands is about to be completed In addition, Mr. Thiel stated he
would like these traffic code amendments in place prior to the opening of this road project.
Furthermore Mr. Thiel's comments extended to proposed Bill 15 and 16.
In response to "how many spaces will be lost due to the elimination of parking on Manawale`a
Street" by Mr. Yagong, Mr. Thiel commented that potentially 47 spaces will be removed. In
addition, Mr. Thiel stated over 60 potential spaces are available on Kealaka`a Street and additional
parking at several complexes in the area for the displaced vehicle car owners.

Your Committee on Public Works and Intergovernmental Relations is in accord with the purpose
and intent of Bill 14, and recommends it pass first reading.
