Your Committee on Public Works and Intergovernmental Relations, to which was referred
Communication No. 79, regarding Bill 15, reports as follows:
Bill 15, transmitted by Director of Public Works, Warren H.W. Lee, via Communication No. 79, dated
December 10, 2008 amends Chapter 24, Article 10, Division 9, Section 24-294, Schedule 42
(Bicycle lanes), paragraph (f) Kona, of the Hawaii County Code 1983 (2005 edition, as amended), by
adding the following, to be appropriately numbered and to read as follows:
" ~ Manawale`a Street, both sides."
There was no testimony from the public on this proposed bill.
Committee Chair Brenda J. Ford relinquished her seat to Council member Dominic Yagong. Vice Chair
Kelly Greenwell was absent and excused for this meeting.
Traffic Division Chief Ron Thiel appeared before your Committee. Mr. Thiel commented that
submitting this traffic code amendment proposing bicycle lanes on both sides of Manawale`a Street is
necessary as part of the La`iopua Connector Road Project (Portions of Keanalehu Drive and Manawale`a
Street) and to be in place prior to the opening of this road.

intent of Bill 15, and recommends it pass first reading.
