From Controller Dixie Kaetsu, dated August 1 1, 1998, transmitting
a Report of Transfers Authorized showing transfers made from
July 16 through July 31, 1998, and copies of the approved transfer
forms. The report lists transfers for the old fiscal year ended
June 30, 1998.
Comm. 953: RESOLUTION AUTHORIZING THE COUNTY TO ENTER
(Res. 310-98) INTO AN AGREEMENT WITH THE UNITED STATES OF
AMERICA, PURSUANT TO HRS 46-7, FOR A STATEWIDE
NARCOTICS TASK FORCE GRANT
From Finance Director Harry A. Takahashi, dated August 17,
1998, transmitting the above resolution. The grant is for multi-
jurisdictional task force programs that integrate federal, state and
local drug law enforcement agencies and prosecutors to enhance
interagency coordination and intelligence and facilitating multi-
jurisdictional investigations. Funds have already been
appropriated in the Operating Budget.

(Bi11282) TO APPROPRIATE $3,750 FROM THE STATE DEPARTMENT

FORESTRY AND WILDLIFE, FOR THE PLANTING OF 50
RAINBOW SHOWER TREES FOR THE KAM AVE.

Comm. 955: ORDINANCE BILL REAPPROPRIATING $16,779.72 OF THE
(Bill 283) LAPSED 1994-96 FUEL TAX DISTRICT APPROPRIATIONS
(SOUTH HILO)
From Finance Director Harry A. Takahashi, dated August 19,
1998, transmitting the above bill. Because the original amounts
were established by formula and to maintain equity, lapsed district
funds would be reappropriated back to the district.
Comm. 956: ORDINANCE BILL REAPPROPRIATING $486,477.46
(Bill 284) LAPSED 1992-94 FUEL TAX DISTRICT APPROPRIATIONS
(PUNA, SOUTH HILO AND NORTH KONA)
From Finance Director Harry A. Takahashi, dated August 19,
1998, transmitting the above bill. The appropriations are as
follows:
Puna $ 29,861.80
South Hilo 266,861.34
North Kona $189,754.32
486,477.46
Because the original amounts were established by formula and to
maintain equity, lapsed district funds would be reappropriated back
to the respective districts.

Comm. 942: RESOLUTION AUTHORIZING A REAL PROPERTY TAX CREDIT
(Res. 306-98) FOR PAYMENT OF TAXES ON TMK 7-9-12:003 TO
OCEANSIDE 1250
From Finance Director Harry A. Takahashi, dated August 4, 1998,
transmitting the above resolution. The real property taxes paid by
Oceanside 1250 is on a parcel which actually belongs to the State of
Hawaii and tax records have been corrected. T'he amount of the credit is
$41,105.00 which should be applied to future tax obligations.
Comm. 942.O1:From Finance Director Harry A. Takahashi, dated August 13, 1998,
(Res. 306-98) transmitting a Draft 2 to Res. 306-98. States the tax credit to Oceanside
(Draft 2) 1250 on TMK: 7-9-12:003 should be $4,463, rather than $41,105. As
explained in the attached August 12, 1998 memo from Mike McCall,
Valuation Analyst at the Real Property Tax Department, the $41,105
represented the total taxes paid during the period 1990/91 to 1997/98.
