Your Committee on Environmental Management, to which was referred Communication No. 98,
reports as follows:
Communication 98 from Mayor Billy Kenoi dated January 7,2009, requests confirmation of the
appointment of Lono Tyson as County of Hawai'i Director of the Department of Environmental
Management, which appointment was effective January 2, 2009. Communication No. 98 notes that
Mr. Tyson was the Solid Waste Division Chief for the County's Department of Environmental
Management from 2003 to 2005 and has more than 15 years experience in Waste Management
planning, engineering, design, permitting, construction, operation and maintenance of solid waste.
Pursuant to Article VI, ~ 6-5.3, Hawai'i County Charter, the Director of Environmental Management
shall be appointed by the Mayor, confirmed by the Council, may be removed by the Mayor, and shall
have a minimum of five years administrative experience in a related field.
At the February 3, 2009 meeting of the Committee on Environmental Management, Lono Tyson was
present and expressed his vision and summary of priorities and proposals relating to resolving
ongoing solid waste issues, landfill capacity, and waste to energy technology, noting his desire not to
repeat past mistakes. Mr. Tyson agreed with Councilmember Yagong's comments that one very
necessary and important component in developing proposed waste reduction technology is to ensure
open and inclusive community involvement in the entire process.
Your Committee on Environmental Management recommends the confirmation of Mr. Lono Tyson
as County of Hawai'i Director of the Department of Environmental Management. The Committee
agreed to waive Mr. Tyson's appearance before the full Council for final confirmation.
