Your Committee on Finance, to which was referred Communication No. 103, reports as follows:
Communication No.1 03, transmitted by Finance Director Nancy Crawford dated January 15, 2009,
authorizes the acceptance of the following donations:
1. Two (2) donkeys, also known as Kona nightingales, (estimated total value of $600) to the
Department of Parks & Recreation, to help provide additional public information and education of
the historical and cultural aspect of donkeys in Hawai'i; for the Pana'ewa Rainforest Zoo &
Gardens, by Mr. Leningrad Elarionoff. Transportation of the two (2) donkeys from Kamuela to the
Pana'ewa Rainforest Zoo & Gardens provided by Parker Ranch Livestock Operations, Mr. Corky
Bryan and Mr. Keoki Wood; and
2. A monetary donation of $250.00 to the Hawai'i County Fire Department for the purchase of fire
prevention materials and to be distributed to the public, by Mr. Frank R. Tepedino of Firefighters
Charitable Foundation.
Pursuant to Article XIII, Section 13-12, Hawai'i County Charter, the Council, on behalf of the County,
may accept gifts or donations of personal property.
Also, pursuant to Chapter 2, Article 30, Section 2-162(c), Hawai'i County Code, any donation or gift
which does not fall within the capitalization procedures of the Department of Finance shall be submitted
to the Council by letter for its approval.
Letters of appreciation will be sent to Mr. Leningrad Elarionoff, P.O. Box 1737, Kamuela, Hawai'i
96743, Parker Ranch Livestock Operations, Mr. Corky Bryan and Mr. Keoki Wood; 67-1435 Mamalahoa
Highway, Kamuela, Hawai'i 96743, and Mr. Frank R. Tepedino, One West Street, Farmingdale,
New York 11735, acknowledging their generous donation.
