Your Committee on Finance, to which was referred Resolution No. 106, reports as follows:
Resolution No. 106, transmitted jointly with Bill No. 99 by Finance Director Harry Takahashi,
via Communication No. 344, dated May 27, 1997, authorizes the County of Hawaii to enter into
an agreement with the United States of America for a COPS (Community Oriented Policing
Services) Universal Hiring Supplemental grant.
The United States of America through the U.S. Department of Justice Office of Community
Oriented Policing Services, is desirous of providing funding for expenses to implement more
effective crime-fighting strategies. To help meet this challenge, more police officers are needed
on the streets to provide the means to link citizens and law enforcement officers in a partnership.
Pursuant to Section 46-7 of the Hawaii Revised Statutes, the Federal government may enter into
agreements with the Council of the County of Hawaii providing the expenditures or receipt of
funds or for other assistance. The Mayor is hereby authorized and designated to sign in the name
of the County Project Number 95CCWX0415, which will effectuate these purposes.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 106'and
recommends its adoption.
