Your Committee on Finance, to which was referred Bill No. 22, reports as follows:
Bill No. 22, transmitted by Director of Finance Nancy Crawford, via Communication No. 106 dated
January 21,2009, amends Ordinance No. 08-78, as amended, the Operating Budget, ending June 30,
2009. The amendment is as follows:

Pursuant to Section 46-7, Hawai'i Revised Statutes, and Section 13-13(b), Hawai'i County Charter, the
Mayor is hereby authorized to apply for, receive and expend the funds for the Sustainable Design
Assessment Team program.
Councilmember Hoffmann asked for Susan Gagorik of the Planning Department what this program does
for the County. Ms. Gagorik explained that a team of architects and planners from the mainland would be
sent to view downtown Hilo and assist with the development of design rules and guidelines to assist the
community in sustaining downtown Hilo for future generations. Councilmember Hoffmann recommended
that the team from the mainland be brought before the Committee when they are on island.
Councilmember Ford questioned what is meant by sustainable design. Ms. Gagorik explained that
sustainable design is the development of rules and guidelines that would sustain Downtown Hilo by
outlining the renovation and rejuvenation of the buildings within the community.

Councilmember Enrigues stated his support for the concept but cautioned that the teams from the
mainland needed to be careful to make sure that the local people are included in the process.
Your Committee on Finance is in accord with the purpose and intent of Bill No. 22, and recommends it
pass first reading.
