Your Committee on Finance, to which was referred Communication No. 113, reports as follows:
Communication No. 113 transmitted by Managing Director William Takaba, dated
January 15,2009, requests the confirmation of Mayor Kenoi's appointments to the Hawai'i
County Charter Commission.
Section 15-3 if the Hawai'i County Charter (2000) requires the empanelling ofa Charter
Commission for the purpose of studying and reviewing the Charter and making recommended
changes. The following individuals are nominated by Mayor Kenoi:
1. Daphne Honma (Hamakua)
2. Joseph Kealoha (Kohala)
3. Seth Murashige (Hilo)
4. Edmund Haitsuka (Kona)
5. Todd Shumway (Hilo)
6. Scott Unger (Kona)
7. Casey Jarman (Kau)
8. Susie Osborne (Puna)
9. David Fuertes (Kohala)
Pursuant to Article XV, Section 15-3, Hawai'i County Charter, "The mayor, with confirmation
from the council, shall appoint a charter commission composed of eleven members to study and
review the operation of the government of the county under this charter. Commission members
shall be representative of the various geographical areas of Puna, Kau, Kona, Kohala, Hamakua,
and Hilo.
Councilmember Hoffmann questioned Corporation Counsel Lincoln Ashida as to whether there
had to be a nominee from each district. Mr. Ashida explained that the requirement was to appoint
people from geographical districts, not each council district.
Committee Vice Chairman Ikeda advised Mr. Kealoha and Mr. Shumway that they did not need
to return to the next full Council meeting for final reading of their appointment.
