Re¢ardina: Resolution to Urgg.the Governor of the State of Hawaii and
State Legislature to Continue Funding and Restore Full Funding for the
Hawai'i Healthy Start Program.
Mahalo for consideration of the Resolution in support of continued funding
of Healthy Start program. The State of Hawai'i has provided a model for the
ridtio7r in the area of prevention of EI a -use througl tlxis very important
program.
My association with the Healthy Start program began approximately 25
years ago soon after I moved to West Hawaii after serving several years as a
staff member for the Hawaii State Senate Health Committee. As a
volunteer member of the Board of Directors for Family Support Services of
West Hawaii the Healthy Start program was the center of the effort to
achieve the mission of the agency to prevent child abuse.
Currently I am the Executive Director of the FRIENDS of the Children's
Justice Center of West Hawaii (FCJC-WH). Unfortunately abuse of children
does happen. The primary mission of the FCJC-WH is to assist in the
healing process for those children who have experienced abuse.
The Healthy Start Program is essential and is cost effective toward the goal
of prevention of child abuse. It is so much more expensive to pick up the
pieces after abuse. Many times the damage is so significant that healing is
extremely difficult to achieve.
