Your Committee on Finance, to which was referred Resolution No. 96, reports as follows:
Resolution No. 96, transmitted by Finance Director Harry Takahashi, via Communication
No. 314, dated May 6, 1997, authorizes the County of Hawaii to enter into an agreement with the
United States of America for a Drug Abuse Resistance Education (DARE)/Department of
Education Grant.
The United States of America through the State Department of Education, is desirous of
providing funding for expenses to train DARE officers, provide a DARE Summer Leadership
camp for students and provide supplies for the DARE Parent Program. The Hawaii County
Police Department is ready and willing to proceed with its obligations under the DARE/DOE
Grant.
Pursuant to Section 46-7 of the Hawaii Revised Statutes, the Federal govermnent may enter into
agreements with the Council of the County of Hawaii providing the expenditures or receipt of
funds or for other assistance. The Mayor is hereby authorized and designated to sign in the name
of the County, which will effectuate these purposes.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 96 and
recommends its adoption.
