Your Committee on Finance, to which was referred Resolution No. 92, reports as follows:
Resolution No. 92, transmitted by Finance Director Harry Takahashi, via Communication
No. 312, dated Apri129, 1997, creates one (1) Water Safety Officer II 3/IOT position for the
Honolii Beach Pazk and one (1) Water Safety Officer II 2/ST position for the Ahalanui Beach
Park.
Presently, Honolii Beach Park has the potential for multiple rescues on a regular basis, and due to
the difficulty in responding to the beach area, double coverage is essential for providing
emergency caze and enforcement. This same coverage is also essential for Ahalanui Beach Pazk
in Pohoiki, whose geographical isolation poses a potentially long response time of emergency
back-up support (police and fire).
By creating one (1) Water Safety Officer II position for Honolii Beach Park and one (1) Water
Safety Officer II position for Ahalanui Beach Park, seven (7) clay, eight (8) hour coverage can be
provided.
There are sufficient funds in the Department of Parks and Recreation, Aquatics Division's
Regular Salaries and Wages account to cover the additional positions.
Your Committee voted in favor of Resolution No. 92, with one opposing vote from
Councilmember J. Curtis Tyler who requested additional information.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 92 and
recommends its adoption.
