Your Committee on Finance, to which was referred Bill No. 4, reports as follows:
Biil No. 4, transmitted by former Council Member Keola Childs, via Communication No. 32,
dated December 7, 1994, amends Chapter 21 of the Hawaii County Code 1983, relating to
sewers.
Bill No. 4 proposes to establish wastewater service charge rates for East and West Hawaii based
upon water consumption. This measure provides for annual increases through the fiscal yeaz
ending June 30, 2000.
Bill No. 4 was originally heard on December 20, 1994, and deferred at the request of Mr. Childs.
On May 30, 1995, Bill No. 4 (Proposed Draft-FIN) surfaced via Communication No. 32.01, and
was deferred pending a special meeting. In the ensuing period, Communication No. 32.04,
conveying concerns and suggestions regazding sewer fees, was introduced at the June 4, 1996
meeting, action was once again deferred until comments were received from the Environmental
Protection Agency. Ultimately, Bill No. 4, Draft 3, transmitted by Mr. Childs, dated April 3,
1996, was heard on August l , 1996, and consequently deferred once more pending a Wastewater
workshop.
Committee Chair Aaron Chung requested the committee close file on the aforementioned bills
and communications, as they have been resolved by the passage of Bill No. 49.
Your Committee on Finance recommends Bill No. 4, Bill No. 4 (Proposed Draft-FIN), and Bill
No. 4, Draft 3~, be filed.
