No. 113.1 PLACE: Sheraton Keauhou Bay Resort & Spa 78-128 `Ehukai Street Kailua-Kona, Hawaii TIME: 9:05 a.m. Council Chair and Members Hawaii County Council Hilo, Hawaii 96720 Your Committee on Finance, to which was referred Communication No. 113. 1, reports as follows: Communication No. 113.1 transmitted by Managing Director William Takaba, dated February 4, 2009, requests the confirmation of Mayor Kenoi's appointments to the Hawaii County Charter Commission. Section 15-3 of the Hawaii County Charter (2000) requires the empanelling of a Charter Commission for the purpose of studying and reviewing the Charter and making recommended changes. The following individuals are nominated by Mayor Kenoi: 1. Alapaki Poai Nahale-a (Hilo) 2. Jamae K.K. Kawauchi (Hilo) Pursuant to Article XV, Section 15-3, Hawaii County Charter, "The mayor, with confirmation from the council, shall appoint a charter commission composed of eleven members to study and review the operation of the government of the county under this charter. Commission members shall be representative of the various geographical areas of Puna, Kau, Kona, Kohala, Hamakua, and Hilo. The remaining nine nominees to the Charter Commission we recommended for confirmation by Your Committee on February 3, 2009. Councilmember Greenwell asked each nominee if they had anything specific thing they wanted to accomplish on the Charter Commission. Mr. Nahale-a stated that he would like to see County Council terms extended from two years to four years. Ms. Kawauchi stated that she didn't have anything specific at this time and was interested in what the commission as a whole determined. Councilmember Ford stated she would like the commission to focus on those provisions regarding reapportionment and stated that she will appear before them and intends to testify on these issues. FC Rept.: 29 FC Rept. 29 February 18, 2009 Page 2 Vice Chairman Ikeda stated that Mr. Nahale-a and Ms. Kawauchi do not need to appear at full council for final confirmation. Your Committee on Finance recommends the confirmation of Alapaki Nahale-a and Jamae Kawauchi to the County of Hawaii Charter Commission.
