Your Committee on Finance, to which was referred Bill No. 29, reports as follows:
Bill No. 29, transmitted by Finance Director Nancy Crawford, via Communication No. 131, dated
February 4, 2009, amends Chapter 32, Article 2, Sections 32-24 Hawaii County Code 1983 (2005
Edition, as amended), Relating to Community Facilities Districts.
This amendment eliminates a reference to the property appraisal requirements for community facilities
districts that is inconsistent with other sections of the Chapter. Previously, Ordinance 07-146 amended
Chapter 32, Section 32-18 and 32-57 to shift the time of, and to strengthen the appraised value
requirement for community facilities district bonds. However, a similar reference in Section 32-24 was
overlooked at that time and needs to be amended to keep the requirements consistent.
There was no discussion on this matter.
Your Committee on Finance is in accord with the purpose and intent of Bill No. 29, and recommends it
pass first reading.
