Chair and Members Hawaii County Council Hilo, Hawaii 96720 Your Committee on Finance, to which was referred Resolution No. 82, reports as follows: Resolution No. 82, transmitted by Finance Director Harry Takahashi, via Communication No. 284, dated Apri122, 1997, increases the time element of some Water Safety Officer II positions allowing East Hawaii beaches to have eight hour daily coverage. West Hawaii beaches presently have eight hour safety water services, unlike East Hawaii beaches whose water safety officers begin their shifts at 10:15 A.M. Unfortunately, due to the lack of coverage during the early morning hours, East Hawaii beaches have had drownings. By increasing the time element of some water safety officers, two and ahalf (2'/z) hours of additional water service coverage, training time and back-up during peak afternoon usage hours would be obtainable. There are sufficient funds in the Department of Parks and Recreation, Aquatic Division's Regular Salaries and Wages account to cover the cost of the additional time element. Your Committee on Finance is in accord with the purpose and intent of Resolution No. 82rand recommends its adoption.
