Your Committee on Finance, to which was referred Resolution No. 75, reports as follows:
Resolution No. 75, transmitted by Council Chair James Y. Arakaki, via Communication No. 268,
dated April 22, 1997, supports the relocation of the Hawaii Community College campus to the
Downtown Hilo area.
Due to the Hawaii Community College's limited and deteriorating facility on Manono Street it
shares space with the University of Hawaii at Hilo. With both institutions expanding their
student population and programs, additional classroom space is required.
The proposed relocation would allow the Hawaii Community College and the University of
Hawaii at Hilo to expand its own programs, and the merchants and property owners in
Downtown Hilo would benefit from the economic stimulation.
Initial discussions with the State Executive Branch, the administrations of the University of
Hawaii and the Hawaii Community College and the Hilo Downtown Improvement Association
have resulted in positive projections for the potential relocation of the Community College to
Downtown Hilo.
Monies have been earmarked for new classroom construction, which might be redirected to
planning and implementing the relocation of the Community College to Downtown Hilo.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 75-and
recommends its adoption.
