Your Committee on Finance, to which was referred Bill No. 51, reports as follows:
Bill No. 51, transmitted by Finance Director Harry Takahashi, via Communication No. 172,
dated February 19, 1997, amends Chapter 19 of the Hawaii County Code, relating to Real
Property Taxes. A second draft of Bill No. 51 was introduced to Your Committee at the meeting
inclusive of corrections to grammatical errors, as stated in Communication No. 172.01.
Bill No. 51, Draft 2, proposes technical amendments to Chapter 19, which was initially enacted
by Ordinance No. 613 in 1981 when the county officially took over the real property tax function
from the state. More substantive policy changes to Chapter 19 will be forthcoming.
Bill No. 51, Draft 2 was first heard at the Mazch 6, 1997 meeting. Present to answer questions
were Marion Euginio and Wes Takai from the Real Property Tax Division and Finance Director
Hazry Takahashi. Concerned with the numerous proposed amendments to Chapter 19, Your '
Committee decided to examine each amendment separately. Due to the intensive review given to
each amendment, Bill No. 51 draft 2 was heazd at three subsequent meetings held on Mazch 18,
April 1, and April 15, 1997.
Proposed amendments to Chapter 19 were mainly technical in nature and intended to bring that
chapter in conformity to modernized standards currently practiced within the Real Property Tax
field. Your Committee requested that more substantive changes--those impacting policy--be
excluded from the bill.
Your Committee on Finance is in accord with the purpose and intent of Bill No. 51, Draft 3, and
recommends it pass first reading.
