Your Committee on Finance, to which was referred Bill No. 78, reports as follows:
Bill No. 78, transmitted by Finance Director Harry 'Fakahashi, via Communication No. 273,
dated April 21, 1997, repeals Ordinance 96-64 and all amendments thereto and shall be known as
the Salary Ordinance of 1997.
Pursuant to Article [II, Section 3-13 of the Hawaii County Ch~u-ter, Adoption of Pay Plan, all
persons employed by the County or any of its boards or commissions, whether as officers or
otherwise, except those whose pay is otherwise provided for shall be paid in accordance with a
pay plan enacted by ordinance. The Salary Ordinance also designates payroll periods, pay days,
and prescribes certain requirements with respect to overtime, perquisites and official fidelity
bonds.
Bill No. 78 proposes a salary increase for those executive and administrative employees
occupying positions covered by the executive pay plan. The actual rate of compensation to be
paid each position at the pay grade shall be determined by the Mayor for positions in the
executive branch, and by the Council Chair for positions in the legislative branch.
Currently, the executive pay plan consists of pay grades A-7 through A-19, with varying rates of
compensation from $38,808-$69,708. The proposed amendments would instead give each pay
grade a range of compensation thus allowing the Mayor or Council Chair to determine individual
remuneration.
Concerns were expressed in regard to the proposed salary increases. Some committee members
made it clear that they were very uncomfortable granting such large raises given the financial
circumstances of the citizens in the community, and would like to see the increases reduced.
Your committee voted to pass Bill No. 78 in its current form. However, further amendments are
anticipated.
