Your Committee on Finance, to which was referred Bill No. 77, reports as follows:
Bill No. 77, transmitted by Finance Director Harry Takahashi, via Communication No. 272,
dated April 8, 1997, amends Ordinance 96-68, as amended, relating to public improvements and
financing thereof in the Capital Budget ending June 30, 1997 by adding the following project:
PUBLIC WORKS
Landfill Closure/Material Recovery Facility $10,000,000

Funds for this project shall be provided from:
General Obligation Bonds, and/or Other Sources $10,000,000
Establishing this appropriation will enable the County to address solid waste issues when a
judgment or resolution is determined on the West Hawaii landfill decision. In funding this
appropriation, it is proposed that the remaining Capital Project fund balance of $981,760 be
utilized in the total funding package. An earlier appropriation lapsed on June 30, 1996.
Pursuant to Article X, Section 10-8 of the Hawaii County Charter, Appropriations: Supplemental
and Emergency, when during any fiscal year there are available any funds for appropriation, the
mayor shall certify to the county council and the county council may amend or make
supplemental appropriations for the year up to the amount of available revenues.
Strong reservations were shared among committee members in regard to the costly financing of
undetermined usage. Finance Director Harry Takahashi explained that the funds requested was
to be used for both the Kealakehe and Hilo landfills and to take immediate steps to deal with the
possible closure of the Puuanahulu landtll.
Council member Bobby Jean Leithead-Todd requested that Bill No. 77 be amended to
appropriate the proposed funds into two separate accounts, $9,500,000 into the Landfill Closure
account, and $500,000 into a Material Recovery Facility account; therefore, allowing the funds to
be more authoritatively managed.

Your Committee on Finance is in accord with the purpose and intent of Sill No. 77, Draft 2, and
recommends it pass first reading.
