Your Committee on Finance, to which was referred Communication No. 184.01, dated Mazch 1,
1997, from Mayor Stephen K. Yamashiro transmitting Bill No. 56, the Capital Budget and Program
for Fiscal Yeaz 1997-98, reports as follows:
Pursuant to Section 10-2 of the Hawaii County Charter, Preparation and Submission of Budget and
Capital Program, Mayor Stephen K. Yamashiro submitted the 1997-98 Capital Improvement
Program (CIP) and Budget proposals to the County Council for review and approval on March 1,
1997. The Capital Budget and Program contained 24 projects totalling $15,008,000.
Majority of the projects included in the Capital Budget reflect the County's continuing effort to
provide for the health and safety of the people of Hawaii County. In the area of public safety,
improvements aze proposed for the Fire and Police Department programs, including the construction
of a Fire Fighter Training Center in Hilo, and a major upgrade and conversion of the Police
communications network to the 800 MHZ system. Various public works improvement projects will
also increase public safety and enhance our communities. In conjunction, the Capital Budget seeks
to provide funds for repairs and improvements at four recreational facilities and to continue to
remove azchitectual barriers at parks islandwide.
Your Committee held meetings and reviews of departmental programs and budgets on Mazch 20, 24
and 25, 1997. Your Committee reviewed the CIP program and budget on March 25, 1997. In
particular, a recommendations meeting was held today to discuss possible amendments to the
Mayor's CTP Budget.
Your Committee on Finance is in accord with the purpose and intent of Bill No. 56 (Capital
Improvement Projects Budget) and transmits it to Council without recommendation.
