Re: Capital Budget
Enclosed is a bill for an ordinance adding the Mid-Level Road (Ane Keohokalole Highway)
project, for $4,000,000 of County funds and for $35,000,000 of Federal funds, to this fiscal
year's Capital Budget. This project will construct a new major collector road from the
intersection of Palani Road and Henry Street to Hina Lani Street. The County and Federal
funds will be used for the design and construction phases, respectively, of this project.
The Department of Public Works is requesting to waive the Finance Committee and to have
this bill heard at the Council meeting scheduled for March 18, 2009. The project design
contract is ready to go and should the stimulus funding be approved, the appropriation must
be available.
If there are any questions, please do not hesitate to call the Department of Public Works.

A. REQUEST:
Amend Ordinance 08-79, the Capital Budget by adding the following appropriations:
Mid-Level Road (Ane Keohokalole Highway) $ 4,000,000
Mid-Level Road (Ane Keohokalole Highway) - Federal $35,000,000
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
The project is to construct a new major collector road from the intersection of Palani Road and Henry
Street to Hina Lani Street. County funds ($4,000,000) will be used for the design phase and Federal
funds ($35,000,000) will be used for the construction phase.
We are requesting to waive hearing this Bill at the Finance Committee and proceed directly to Council,
as the project design contract is ready to go. Should Stimulus funding be approved for this project, the
appropriation must be available.

AMENDED, RELATING TO PUBLIC IMPROVEMENTS AND FINANCING THEREOF FOR
THE FISCAL YEAR JULY 1, 2008 TO JUNE 30, 2009
Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawaii, this written request is submitted with my approval that the above-referenced matter be
waived from the Finance Committee to the full Council for immediate action. In reviewing this
matter, timely approval is crucial. It is therefore advantageous that approval is granted and the
matter be placed onto the next Council agenda for review. However, in the event this request is
denied, for whatever reason, I understand the matter shall be referred to the Finance Committee
for placement on its future agenda.
