It reflects and takes a proactive, solution oriented position towards the local and world wide problems around domestic violence and its many residual effects like substance abuse to self- medicate, violence directed to others in schools, workplace, road rage and WAR, on each other, life and our planet. A large percent of our health care and social services and judicial costs are directly attributable to the results and effects of domestic violence. Applying known preventive measures and information, increasing the awareness that Domestic Harmony is possible has allowed us to reach out to several thousands of people in Hawaii County and beyond through the 'Just Say Yes to Domestic Harmony' bumper stickers- 10,000+ given away already, neon green ribbons for our cause, press releases and articles, radio and television interviews, interactive website and community outreach through www.planetpuna.com, poster contests, concerts, public discussions, state legislation, outreach to birthing organizations, performances, parades and an Ambassador for Domestic Harmony. The value of a more proactive, solution oriented approach has been recognized with proclamations from *PlanetPuna* the Aloha Planet, Governor Lingle, former Mayor Harry Kim, who offered several for Domestic Harmony (see www.planetpuna.com for all the proclamations) as well as for May Gentle Birth Month and others on behalf of the Whales Great and Small. Hawaii County Council and the Mayor offered proclamations recently to `Celebrate A Year and a Month of Domestic Harmony.' Mayor Kenoi, within one hour of his inauguration and possibly his first official commitment to a constituency agreed to put forth a proclamation for a Decade of Domestic Harmony next year. Last year proclamations were requested and granted from the mayors of each of the islands. The Visitor Center at PMRF, Barking Sands houses the Domestic Harmony proclamation from the late Mayor Bryan Baptiste; Mayor Hannemann is giving a proclamation this New Year and a request has been initiated to keep this with the Navy at Pearl Harbor. Star Newland was invited in October to attend a proclamation signing ceremony for domestic violence and to share materials about Domestic Harmony at Pearl Harbor. Hawaiian cultural icon Aka Dooley went to St. Petersburg, Russia to present as part of a program created by Ms. Newland, `The Consciousness of Harmony from Hawaii with Aloha'. A proclamation from the Hawaii State Senate through Senator Kalani English was generated, along with one from Mayor Kim for the `15th. Annual International Conference on Conflict Resolution'. Programs addressing Domestic Harmony have been created by Ms. Newland during her work representing Puna on behalf of the Mayor's Committee on the Status of Women, and presented to UH-Hilo, Pahoa Bay Clinic, Pahoa High and Intermediate school about the importance of gentle gestation and birth and language of domestic harmony. In reviewing this matter, timely approval is crucial. It is therefore advantageous that approval is granted and the matter placed onto the next Council agenda for review. However, in the event this request is denied, for whatever reason, I understand the matter shall be referred to the Finance Committee for placement on its future agenda.
