Your Committee on Finance, to which was referred Communication No. 223, reports as follows:
Communication No. 223, transmitted by Mayor Stephen K. Yamashiro, via Communication
No. 223, dated March 24, 1997, nominates Ralph D. Black of Hilo, to the Hawaii County Liquor
Control Adjudication Board.
A 43-year resident of Hawaii, Mr Black will replace Gloria P. Bartolome, whose term expired
on December 30, 1996. Mr Black has been aself-employed attorney-at-law since 1987, and is
also an active member of the Hilo Rotary Club and the Hospice Advisory Council. Of no
political affiliation, he will serve a term to end December 31, 2001.
Pursuant to Article VII, Chapter 3, Section 7-3.3 of the Hawaii County Charter, there shall be a
liquor control adjudication board consisting of five members who shall be appointed by the
Mayor and confirmed by the council in the manner prescribed in Section ] 3-4 of the Hawaii
County Charter.
Mr. Black stated that he is willing to fulfill his commitment to the board and is familiar with the
Sunshine Law.
Your Cornmittee on Finance recommends the approval o1'the appointment of Mr. Ralph U.
Black to the Hawaii County liquor Control Adjudication Board.
