Your Committee on Finance, to which was referred Communication No. 215, reports as follows:
Communication No. 215, transmitted by HSAC Secretary=Treasurer AI Smith, dated Mazch 18,
1997, requests the Council to appoint one (1) Councilmember to serve as an officer of the Hawaii
State Association of Counties (HSAC). It also requests that an alternate be designated to serve as
a backup.
Annually, each Council selects one of its members to serve on the HSAC Executive Committee
as one of its officers. The selected members from each county then confer among themselves
and formulate a slate of officers that will then be presented to the Councils and the HSAC
General Membership for approval.
Presently, the Hawaii County Council is represented by Councilmember Al Smith as Secretary-
Treasurer and his alternate Councilmember Dominic Yagong. Both representatives expressed a
willingness to continue in their present capacities.
Your Committee on Finance recommends the selection of Councilmembers Al Smith and
alternate Dominic Yagong to represent the Hawaii County Council on the Hawaii State
Association of Counties Executive Committee for fiscal year 1997-98.
