Your Committee on Finance, to which was referred Resolution No. 55, reports as follows:
Resolution No. 55, transmitted jointly with Bill No. 60 by Finance Director Harry Takahashi, via
Communication No. 198, dated March 4, 1997, authorizes the County of Hawaii to enter into an
agreement with the United States of America for a local law enforcement block grant.
The United States of America, through the U. S. Department of Justice Bureau of Justice
Assistance, is desirous of providing funding to purchase a digital logging recorder and a
playback recorder that will record all 9] 1 calls and monitor radio transmissions.
Pursuant to Section 46-7 of the Hawaii Revised Statutes, the Federal government may enter into
agreements with the Council of the County of Hawaii providing the expenditures or receipt of
funds or for other assistance. The Mayor is hereby authorized and designated to sign in the
name of the County Project number 96LBVX3395, which will effectuate these purposes.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 55 and
recommends its adoption.
