The closing of the $775,600 Bond Issue to the U.S. Department of Agriculture for the Deparhnent of Water Supply for improvements to the Ookala, Paauilo and Paauhau water systems scheduled for May 20, 1998 requires preparation of this report. Concurrence to the supplemental summary of the Finance Committee Chairman and the Corporation Counsel are attached. Comm. 847: ORDINANCE BILL AUTHORIZING THE ISSUANCE OF (Bill 248) $9 MILLION GENERAL OBLIGATION BONDS OF THE COUNTY OF HAWAII FOR THE PURPOSE OF FINANCING QUALIFIED WASTEWATER PUBLIC IMPROVEMENTS OF THE COUNTY OF HAWAII; FIXING THE FORM, DENOMINATIONS AND CERTAIN OTHER DETAILS OF SUCH BONDS AND PROVIDING FOR THEIR SALE TO THE STATE DEPARTMENT OF HEALTH TO SECURE ONE OR MORE LOANS BY SAID DEPARTMENT From Finance Director Harry A. Arakaki, dated May 12, 1998, requesting discussion and possible policy formulation to address the gifting to the County of lava inundated lands that taxpayers do not want to avoid paying property taxes. Deputy Finance Director S.K. Schutte recommends that the property be sold at a foreclosure auction to avoid liabilities to the County. Comm. 852: HAWAII STATE ASSOCIATION OF COUNTIES (HSAC) EXECUTIVE COMMITTEE MEETING -MAY 8, 1998 From Al Smith, Secretary-Treasurer, HSAC, dated May 12, 1998, submitting highlights of the Executive Committee meeting of May 8, 1998. Action is requested on the following: A slate of HSAC Officers for Fiscal Year 1998-1999 was formulated and the following slate is submitted to the Hawaii County Council for its approval: President Rene Mansho Vice President Al Smith Secretary Dennis Nakamura Treasurer Ronald Kouchi Comm. 852.01: From Al Smith, Secretary-Treasurer, HSAC, dated May 20, 1998 submitting corrections to his report (Comm. 852) on the HSAC Executive Committee meeting on May 8, 1998: The Treasurer's report for April 1998 was mistakenly attached to the document. The Treasurer's reports for February and March 1998 were not attached as indicated and are hereby submitted. Comm. 853: RESOLUTION SUPPORTING THE NATIONAL ASSOCIATION (Res. 273-98) OF COUNTIES' (NACo) PLATFORM ON THE INTERMODAL SURFACE TRANSPORTATION EFFICIENCY ACT (ISTEA) From Council Member Al Smith, dated May 14, 1998, transmitting the above resolution. The purpose of this resolution is to express Hawaii County's support for the reauthorization of ISTEA and of NACo's platform on ISTEA. Comm. 862: RESOLUTION REQUESTING THE MAYOR TO NEGOTIATE (Res. 279-98) WITH SOBAY HAWAII, INC. FOR ACQUISITION OF CERTAIN BEACHFRONT PROPERTY AT WAI'AHA BAY, NORTH KONA FOR PUBLIC PURPOSES - TMK(3)7-5-018:020 From Counci] Member Curtis Tyler, dated May 20, 1998, transmitting the above resolution.
