Your Committee on Finance, to which was referred Resolution No. 59-09, reports as follows:
Resolution No. 59-09, transmitted by Finance Director Nancy Crawford, via Communication No. 160,
dated February 19, 2009, authorizing the Office of the Mayor to enter into an agreement with the State of
Hawaii Department of Health, pursuant to HRS 46-7, for the Mental Health Transformation State
Incentive Grant.
The Hawaii Office of the Prosecuting Attorney is an active participant of the 704 Handbook Committee
of the Big Island Task Force on Criminal Justice (BITFCJ). Representatives of the Courts, Probation,
Police, Correctional Facility, Public Defender, Parole also participate on the BITFCJ. The group has
identified the need for multi-disciplinary training to transform and elevate the awareness, ability and
response of the people who interact professionally with Severely Persistent Mentally Ill (SPMI)
consumers. The committee applied for a Mental Health Transformation State Incentive Grant and
received $20,550 to implement the training on SPMI populations.
There was no discussion on this matter.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 59-09, and
recommends its adoption.
