No. 141 <br /> PLACE: Councilroom <br /> TIME: 10:30 A.M. <br /> Chair and Members <br /> Hawaii County Council <br /> Hilo, Hawaii 96720 <br /> Your Committee on Finance, to which was referred Resolution No. 42, reports as follows: <br /> Resolution No. 42, transmitted by Mayor Stephen K. Yamashiro, via Communication No. 141, <br /> dated February 3, 1997, amends Salary Ordinance 96-64, Section 3 by adding a provision for <br /> additional compensation for employees compensated by the executive pay plan. <br /> Pursuant to Article [II, Section 3-13 of the Hawaii County Charter, provides for interim <br /> amendments to the Salary Ordinance may be made by resolution. <br /> Resolution No. 42 would allow, at the discretion of the mayor, additional compensation for work <br /> performed over 40 hours per week for those compensated by the executive pay plan. In addition, <br /> it would enable the mayor to pay those employees cash awards to recognize their personal efforts <br /> <br /> that contributed to the efficiency, economy, or other improvement of government agencies or <br /> who perform special services in the public interest in connection with or related to their official <br /> <br /> employment. <br /> <br /> Members of your committee expressed concern in regard to the compensation increase for those <br /> <br /> on the executive pay plan, stating they did not feel that overtime was the appropriate means for <br /> salary increases.
