Your Committee on Finance, to which was referred Resolution No. 41, reports as follows:
Resolution No. 41, transmitted by Mayor Stephen K. Yamashiro, via Communication No. 140,
dated February 3, 1997, amends Salary Ordinance 96-64 by adding a Deputy Director of Finance
position.
Pursuant to Article III, §3-13 of the Hawaii County Charter, interim amendments to the Salary
Ordinance may be made by resolution. Further, Article V, §5-1.3(c) of the Hawaii County
Charter, authorizes the mayor to create positions, including position of deputy or assistant to
each head of an agency for which appropriations have been made by the council. Lastly,
Article V, §5-3.3(1) of the Hawaii County Charter, provides For the appointment of a deputy
director of finance.
According to Finance Director Harry Takahashi, it is contemplated that the role of the Deputy
Finance Director is to provide assistance with the daily operations within the Department of
Finance, thus allowing the Finance Director the opportunity to work closely with the Mayor,
County Council and various departments. Amore detailed program description will be furnished
to the members of your committee at a later date.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 41 and
recommends its adoption.
