REPORT OF THE
COMMITTEE ON FINANCE
DATE: February 6, 1997 Re: Comm. No. 105 "
PLACE: Councilroom
TIME: 11:10 A.M.
Chair and Members
Hawaii County Council
Hilo, Hawaii 96720
Your Committee on Finance- to which was referred Bill No. 36, reports as follows:
Bill No. 36, transmitted by Chief Engineer Donna Fay K. Kiyosaki, via Communication No. 105,
dated January 13, 1997, amends Chapter 20, Section 20-47(a) of the Hawaii County Code
dealing with the collection of solid waste tipping fees.
Bill No. 36 proposes a finance charge of 1.5% monthly (annual rate of 18%) on all fee balances

which aze sixty or more days overdue. In addition, access to County solid waste facilities may be

denied until the account is current. The Department of Public Works feels the proposed changes

will make the late chazge fees more reasonable and will benefit the County by enabling charges

to be automatically programmed into the billing system.
Your Committee on Finance is in accord with the purpose and intent of Bill No. 36 and

recommends it pass first reading.
Ikc
Ayes NOLS A&E EX
CHUNG X Respectfully submitted
LEITHEAD-TODD x COMMI'T'TEE ON FINANCE
RAY X C~_
SANTANCELO X - /r ~4~ ~
SMITH X
TYLER x AARON S.Y.
