Your Committee on Finance, to which was referred Resolution No. 26, reports as follows:
Communication No. 1432, transmitted by District Superintendent Patricia C. Bergin, Department
of Education, dated October 10, 1996, requests a crossing guard for the intersection of Kaumana
Drive and Ainako Avenue In Hilo. Also transmitted was a letter from Karen Mitsuyoshi of De
Silva Elementary School, dated October 9, 1996, stating her concerns and need for a crossing
guazd.
Communication No. 1432 surfaced in the Finance Committee on November 12, 1996. A motion
was made to defer the Communication to a later meeting date until recommendations were
received from Chief Wayne Carvalho of the Hawaii County Police Department.
Communication No. 35, transmitted by Chief Carvalho, dated December 11, 1996, submits the
results of a survey taken at the Kaumana Drive/Ainako Avenue intersection. Based on the
survey, the Hawaii County Police Department recommends that a school crossing guazd be hired
to assist children crossing at this intersection.
Resolution No. 26, was consequently transmitted by Finance Committee Chair Aaron Chung, via
Communication No. 35.01, dated January 9, 1997, which creates a school crossing guard
position at Ernest Bowen De Silva Elementary School.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 26 "and
recommends its adoption.
