Subject: "Sustainability" elements related to 2% fund
Aloha, County Council Members,
I very much appreciate the legislation you have passed in the past related to public health, sustainability, and
land use issues.
Because I cannot testify at the April Council meeting, I want to urge Council members Hoffmann, Yoshimoto,
Onishi, Enriques and Ikeda to strongly support retaining the 2% fund. While I understand the urgency of the
economic crisis, suspending the 2% fund could actually be the first boulder down the slippery slope to forever
reducing the foundation of all aspects of the Hawaii County economy--land.
Hawaii residents believe the media reports related to water tables, rain forest loss, invasive species, grubbing
and grading, flooding, large development projects that do not contribute significantly to the infrastructure, land
concerns in the Puna Community Development Plan, and other land use issues.
Suspending the 2% fund sends a message to all of us that our County Council does not relate land use
decisions in general and the 2% fund in particular to sustaining life on this island beyond the immediate crisis.
I hate to see school teachers and other public service workers lose their jobs; I hate to see businesses close
and families lose their homes. But when the economy returns to a more reasonable level, these situations can
be remediated.
However, Hawaii County would never be able to recover the lost opportunities to purchase lands that can
contribute to the well-being of all Hawaii residents and indeed of the globe. At a five-hour "Sustainability"
program at the Palace Theatre March 20, more than a dozen presenters spoke about how what we do here in
Hawaii County can contribute to the nation and the world.
Suspending the 2% fund would send a strong message that our County Council pays lip service, at best, to the
goals and principles of sustainability.
I urge you to send a strong message that you understand our land should not be seen as collateral damage.
Mahola for your careful consideration of this crucial issue. It is about far more than dollars and cents.
