NAKAMURA TO THE HAWAII COUNTY LIQUOR CONTROL ADJUDICATION BOARD From Mayor Stephen K. Yamashiro, dated January 20, 1998, submitting for confirmation the following appointment to the Hawaii County Liquor Control Adjudication Board: Janice K. Nakamura of Honokaa, replacing Yolanda Kahawaii of Hilo whose term ezpired on December 31, 1997. Mrs. Nakamura is a 30-year resident of Hawaii, and since 1968 has been a Special Education teacher at Honokaa Elementary School. She reports to have no membership to any political party. If approved, she will serve a term to end on December 31, 2002. Ben, dated January 22, 1998, transmitting a report of reallocation actions taken on the positions covered by civil service classification and pay laws for the second quarter (October 1, 1997 - December 31, 1997) of the 1997-1998 fiscal year. Comm. 669: ORDINANCE HILL AMENDING THE CAPITAL BUDGET BY (Bill 189) APPROPRIATING FEDERAL FUNDS OF $4 MILLION FOR THE WIDENING AND RESURFACING OF VARIOUS HILO ROADS From Finance Director Harry A. Takahashi, dated January 6, 1998, transmitting the above resolution. Two of the half-time positions will be located in East Hawaii and two in West Hawaii. The full-time position is already located in West Hawaii and will remain there. Comm. 676: ORDINANCE HILL AMENDING CHAPTER 2 OF THE HAWAII COUNTY (Bill 190) CODE, 1983 (1995 EDITION), AS AMENDED BY ORDINANCE NO. 96-2, BY AMENDING THE SECTION RELATING TO THE CREATION OF A FUND BY RENAMING IT TO THE GEOTHERMAL RELOCATION REVOLVING FUND From Planning Director Virginia Goldstein, dated January 12, 1998, transmitting the above bill. By creating a revolving fund, the purchase of dwellings which qualify under the geothermal relocation program can be facilitated and will also lessen the burden on all affected parties in appropriating the funds on an annual basis or as funds become available. Due to the increased clerical workload of serving the public as well as the Transportation Commission, an additional clerical position is being requested. Comm. 685: PROPOSAL TO ESTABLISH A HAWAIIAN PARADISE PARK FINANCIAL MANAGEMENT DISTRICT From Councilmember John Santangelo, dated January 20, 1998, transmitting the above. Attached are a review of the proposal by Legislative Analyst Gerald Monden and a copy of Senate Bill 1915 relating to Political Subdivisions. Comm. 686: RESOLUTION AUTHORIZING THE COUNTY OF HAWAII TO ENTER (Res. 221) INTO SUPPLEMENTAL AGREEMENTS FOR HA-98/99-2-A, HA-IIIA-98-3-N, ADM-4-97-8, AND HA-98-1-N, WITH THE EXECUTIVE OFFICE OF AGING, OFFICE OF THE GOVERNOR, STATE OF HAWAII, PURSUANT TO HRS SECTION 46-8, WHEREBY THE STATE OF HAWAII PROVIDES FUNDS TO THE COUNTY OF HAWAII OFFICE OF AGING TO MAINTAIN PROGRAMS RELEVANT TO THE NEEDS OF THE ELDERLY From Executive on Aging William Takaba, dated January 22, 1998, transmitting the above resolution. Two additional grants have been added to Resolution No. 221 in anticipation of a 10 percent reduction in grant funding because of the State's current economic difficulties. The supplemental contract, which is attached, increases the funding level of Contract No. HA-98-1(N) from $701,761 to $725,812. Resolution No. 126-97, which authorized the Council Chair to sign the original contract, was adopted by the Council on August 20, 1997. iiNFINISHED BUSINESS Comm. 585: RESOLUTION AUTHORIZING THE SALE OF THE ROAD REMNANT (Res. 187) REFERRED TO AS THE OLD MAMALAHOA HIGHWAY, LOCATED AT NINOLE, NORTH HILO, ABUTTING TMK (3)3-2-03:016, 017 AND 038 TO INVENTURE DEVELOPMENT INC THE ABUTTING OWNER From Finance Director Harry A. Takahashi, dated November 5, 1997, transmitting the above resolution. The County of Hawaii has no future plans to improve the roadway and use it for the purpose of public transportation.
