I leave for Honolulu tomorrow for the week and won't be able to be at the hearing. I have saved the testimony to a Word document and I will attach that for you to send on. Thanks so much. Marian Dear Council Members: Please vote against Bill 49 to suspend the setting aside of the 2% tax for land purchase. I believe you have heard most of the arguments against this measure so I will be brief. First of all, the bill is premature. We don't have any idea yet of what funds Hawaii county will be receiving from the Federal government. Do not rush this action until all the information is available. Are the other counties also rescinding their land purchasing in the future? I haven't heard of them taking that drastic measure. Many of us have sent ideas on how to save money to various council members and they are good ideas. Have they been considered at all? My idea was to write county contracts with penalties for cost overruns and delay. This would save millions. Also do not let contracts to the company which bids the lowest without determining if that company can actually carry out the job. Think about the bridge in Hilo, road projects, water projects, etc. We can do better and save taxpayer money. Another idea which should be adopted for many reasons is to start obeying the state law which seems to REQUIRE impact fees. This is the sensible and widely accepted way to ease the problems which keep arising when a new development is started. The requirement is that the fees are ONLY to be used for whatever the need is for the immediate area of the impact. They can not be "requisitioned" for other areas. Please give some of these a chance before you change the 2% law, which, by the way should require a two thirds vote of the council.
