HomeMy WebLinkAboutRES 080 Draft 01 2008-2010COUNTY OF HAWAII STATE OF HAWAII RESOLUTION NO. 8® ®~ A RESOLUTION REQUESTING A BAN ON THE RELEASE OF BIOLOGICAL CONTROL AGENTS ON THE ISLAND OF HAWAII, INCLUDING INSECTS, FUNGI, BACTERIA, VII2USES, OR OTHER PATHOGENS, FOR ANY TREE SPECIES RELATED TO THE `OHI`A (METROSIDEROS POLYMORPHA), INCLUDING ALL SPECIES OF THE FAMII.Y MYRTACEAE, SUCH AS THE STRAWBERRY GUAVA (SPIDHJM CATTLEIANUM). WHEREAS, the `ohi`a (Metrosideros polymorpha) is an environmentally and culturally vital and significant species comprising the majority of the native forests of the Island of Hawaii; and WHEREAS, preservation of `ohi`a forests are a prime goal of environmental management strategies; and WHEREAS, the `ohi`a, an endemic species of the family Myrtaceae, can be attacked by insects, fungi, and other pathogens that attack related species of the family Myrtaceae, for example, Puccinia psidii fungus, is currently attacking `ohi`a , as well as related rose apple, guava, paperbark, and eucalyptus; and WHEREAS, the use of insects, fungi, and other biological control agents are being proposed by various State and Federal agencies for the control ofnon-native species related to the `ohi`a, such as the strawberry guava; and WHEREAS, these biological control agents may adapt and evolve to begin attacking related species, including the `ohi`a; now, therefore, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that the use of biological control agents, including insects, fungi, bacteria, viruses, or other pathogens for the control of any species of the family Myrtaceae be banned from use on the Island of Hawaii; and BE IT FINALLY RESOLVED that the County Clerk shall forward copies of this resolution to the Honorable Mayor William Kenoi; the U. S. Department of Agriculture, Forest Service, Pacific Southwest Research Station (c/o Rocky Mountain Research Station, 249 W. Prospect Road, Ft. Collins, CO 80526-2098); USDA Forest Service, Institute of Pacific Islands Forestry (P.O. Box 236, Volcano, HI 96785); Plant Pest Control Branch, Hawaii Department of Agriculture (1428 South King Street, Honolulu, HI 96814-2512); and Plant Quarantine Branch, Hawaii Department of Agriculture (1849 Auiki Street, Honolulu, HI 96819- 3100).
