SUBJECT: Cash payments in lieu of vacations
During the Finance Committee on March 17, 2009, Communication 24.6, a Report of Transfers
of Funds for dates of February 16-28, 2009, was on the agenda. $50,000 of "unbudgeted
vacation cash-in-lieu payments for appointed staff' was paid to employee(s) who had not used
all of their vacation time and retired in December 2008. In this time of severe financial
constraint, the County cannot afford to pay for unbudgeted expenditures.
The County Council needs to review the management policy of not requiring employees to take
their vacations within the calendar or fiscal year in which it was earned, from what "fund" such
unbudgeted vacation cash-in-lieu payments are paid, how much money is spent each year on
such payments, what financial liability has accrued to the County at this time for what amount of
accrued vacations, for what each department is liable in vacation pay, and any other associated
issues.
I requested that Finance and Human Resources be available to answer questions. Please place
this item on the agenda for the April 7`h Committee meeting.
