Your Committee on Finance, to which was referred Communication No. 1433, reports as
Follows:
Communication No. 1433, transmitted by then Councilmember Elroy Osorio, dated
October 10, 1996, requests for all or part of the cost for materials for the expansion of the
Hawaii Job Skills Academy (HJSA) facilities located at Waiakea Uka Gym.
Hawaii Job Skills Academy is a part of the State of Hawaii, Department of Education
Comprehensive School Alienation Program and provides an off-campus educational
alternative for students from both Hilo and Waiakea High Schools who have chosen not
to attend conventional classes.
Commtmication No. 1433 was initially discussed at the November 12, 1996 Finance
Committee Meeting, but was deferred because Committee Member James Y. Arakaki
stated that he spoke to members of the community and they're opposed to the location.
He had wanted to meet with the community and high school principals to discuss the
matter further as he feels this is a good program but should not be located at the Gym
because it could be used for other recreational uses by the community.
Your Committee on Finance is not in accord with the purpose and intent of
Communication No. 1433 and recommends it be filed.
