Chairman and Members Hawaii County Council Hilo, Hawaii 96720 Your Committee on Finance, to which was referred Resolution No. 15, reports as follows: Resolution No. I5, transmitted jointly with Bill No. 9 by Finance Director Harry Takahashi, via Communication No. 36, dated December 5, 1996, authorizes the County of Hawaii to enter into an agreement with the United States of America for a Mobile Video Recorders Grant. Resolution No. 15, Drafr 2, transmitted with Communication No. 36.01, dated December 20, 1996, amends the original document by changing the wording in the title to state "Authorizing The County Of Hawaii To Enter Into An Agreement...For AHawaii Mobile Video Recorder Grant' in place of "Authorizing The Mayor Of The County Of Hawaii To Enter Into An Agreement...For AHawaii Mobile Vendor Recorder Grant." The United States of America, through the State Department of Transportation Motor Vehicle Safety Office, is desirous of providing funding for expenses to purchase four (4) mobile video recorders. "The purchase of four mobile video recorders will enable the Police Department to videotape the criminal in the act of driving under the influence of intoxicating liquor. Pursuant to Section 46-7 of the Hawaii Revised Statutes, the Federal government may enter into agreements with the Council of the County of Hawaii providing the expenditure or receipt of funds or for other assistance. The Mayor is hereby authorized and designated to sign in the name of County Project Number 97-J7 (03-H-Ol) which will effectuate these purposes Your Committee on Finance is in accord with the purpose and intent of Resolution No. 15, Draft 2, and recommends its adoption.
