Dear Chairman Yoshimoto and Members,
It is my pleasure to submit for your confirmation the appointment of Bobby Jean
Leithead-Todd as the new director of the county Department of Planning, pursuant to
the charter of the County of Hawaii. This appointment was effective March 1, 2009.
Ms. Leithead-Todd is an attorney, and her private practice has concentrated on family
law. She also served as deputy corporation counsel for nine years, with much of her
time in that position spent advising and representing the county Planning Department.
Ms. Leithead-Todd also served as the Legislative Auditor for the County and as a
member of the Hawai'i County Council from 1996 to 2003. She served as director of the
county Department of Environmental Management in 2007 and 2008.
Ms. Leithead-Todd's volunteer and community service includes terms as president, vice
president and treasurer of the Hilo High School PTSA; president and assistant coach of
the Keaukaha Canoe Club; and chair of the Hawai'i County Board of Ethics.
Ms. Leithead-Todd will serve a term co-terminus with my tenure, which will end
December 3, 2012.

RE: Communication No. 205 : Confirmation for the appointment of Bobby Jean Leithead-
Todd as the new Director of the County Planning Department.
Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawaii, this written request is submitted with my approval that the above-referenced matter be
waived from the Planning Committee to the full Council for immediate action. In reviewing this
matter, timely approval is crucial. It is therefore advantageous that approval be granted and the
matter be placed onto the next Council agenda for review. However, in the event this request is
denied, for whatever reason, I understand the matter shall be referred to the Planning Committee
for placement on its future agenda.
