The federal funds are channeled to the State of Hawai'i Department of Labor and Industrial Relations' Workforce Development Division which annually awards a grant to the Hawai'i County Office of Aging. The Office of Aging contracts out this part-time training program to the Department of Parks and Recreation Elderly Activities Division's Senior Training & Employment Program (STEP). The American Recovery and Reinvestment Act (ARRA), signed by President Barack Obama on February 17, 2009, included a supplemental $120 million appropriation nationwide for the SCSEP. The SCSEP- ARRA funds are to be used to support additional training and employment opportunities for unemployed low-income seniors and are meant to supplement, not supplant, on-going SCSEP operations. With the County's share of the ARRA funding, an additional nine (9) seniors around Hawai'i Island can be placed into "on the job" (OTJ) training positions. Enclosed is a resolution to authorize the Mayor to enter into an agreement with the State of Hawai'i Department of Labor and Industrial Relations for the ARRA funding. Also enclosed is a bill for an ordinance amending the Operating Budget by appropriating the $76,844 into two separate base accounts, Salaries & Wages and OCE, for the County's STEP. Since the contract with the State needs to be executed by April 17, 2009, the Office of Aging is requesting to waive the Finance Committee and to have this resolution and bill heard at the next Council meeting scheduled for April 8, 2009.
