RESOLUTION NO. 90 U9
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM THE DESIGNATED FUND ACCOUNT(S) AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT(S)
WHEREAS, aggressive driving is an ongoing problem in the County of Hawaii; and
WHEREAS, the National Highway Traffic Safety Administration (NHTSA) defines
aggressive driving as occurring when "an individual commits a combination of moving traffic
offenses so as to endanger other persons or property"; and
WHEREAS, long commutes, traffic congestion, familiarity of the road, and a shortage of
police officers are just some of the contributing factors that cause aggressive driving; and
WHEREAS, the goal of this project is to reduce the number of fatalities and injuries, and
to set up additional checkpoints and roving patrol in order to deter speeding, illegal passing,
illegal lane usage, cutting corners, and driving on the shoulders; and
WHEREAS, this project will focus on the area of upper Puna and conduct at least 35
aggressive driving traffic enforcement projects concentrating along Highway 11 between
Kurtistown and Hawaii Volcanoes National Park boundary and North Kulani Road and conduct
at least 10 inconspicuous projects involving unmarked police vehicles; and
WHEREAS, Contingency Relief funds from Council District 6 will be appropriated to
the Hawaii County Police Department to underwrite a continued Aggressive Driving Project in
Upper Puna; now, therefore,
BE TT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that the
following amount is hereby transferred/appropriated is set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall forward a copy of this
resolution to the Chief of Police and the Director of Finance, and that the Director of Finance is
hereby authorized to make the necessary transfer in accordance with the terms of this resolution.
