SUBJECT: Resolution Urging the Opposition to House Bill No. 1226, I-IDl, Relating to
Genetically Modified Plant Organisms
Attached for your consideration is a resolution urging opposition to House Bill No. 1226,
relating to Genetically Modified Organisms.
House Bill No. 1226 HD 1, if passed by the State Legislature, would restrict the County of
Hawaii from exercising any further regulatory activity to a highly controversial matter of
genetically modified plant organisms, to include the control of field testing regardless of future
scientific findings. The Hawaii County Council is in opposition to House Bill 1226 in
recognition to Hawaii County Code, Chapter 14, Article I5, which was passed on
November 13, 2008.

RE: Resolution No. R t -n9 :Urging the Opposition to House Bill No. 1226, HD1,
Relating to Genetically Modified Plant Organisms.
Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawaii, this written request is submitted with my approval that the above-referenced matter be
waived from the Public Works and Intergovernmental Relations Committee to the full Council
for immediate action. In reviewing this matter, timely approval is crucial. It is therefore
advantageous that approval is granted and the matter be placed onto the next Council agenda for
review. However, in the event this request is denied, for whatever reason, I understand the
matter shall be referred to the Public Works and Intergovernmental Relations Committee for
placement on its future agenda.
