SUBJECT: Resolution Authorizing the Mayor or His Duly Authorized
Representative to Enter into Agreements with the State
Department of Labor and Industrial Relations, for Funding
Under the American Recovery and Reinvestment Act of 2009
(ARRA) for Programs under Title 1 of the Workforce
Investment Act
In accordance with the County Clerk's letter dated February 13, 2009,
regarding transmission of documents for Council consideration, attached
is the above-referenced Resolution. The Office of Housing and
Community Development (OHCD) has requested, and I concur, that the
attached Resolution be placed on the Council agenda for immediate
action and be waived from the Hawaii County Housing Agency.
Timely approval is crucial. The ARRA Law requires that the State
obligate the ARRA funds to the County by April 15, 2009. It is
therefore critical that approval is granted and the matter be placed
onto the April 8, 2009 Council agenda. If the Resolution is not
approved by April 15, the County may lose $1,306,097 of WIA-ARRA
funding.

SUBJECT: Appropriation Ordinance for Funding Under the American
Recovery and Reinvestment Act of 2009 (ARRA) for Programs
under Title 1 of the Workforce Investment Act
In accordance with the County Clerk's letter dated February 13, 2009,
regarding transmission of documents for Council consideration, attached
is the above-referenced Ordinance. The Office of Housing and Community
Development (OHCD) has requested, and I concur, that the attached
Ordinance be placed on the council agenda for 1" Reading and be waived
from the Hawaii County Housing Agency.
Timely approval is crucial. To ensure timely expenditures, the State's
Department of Labor and Industrial Relations will require that all ARRA
funds be spent by June 30, 2010. It is therefore critical that
approval is granted and the matter be placed onto the April 8, 2009
Council agenda. This will enable the County to enter into agreements
with the provider.
