SUBJECT: Resolution Authorizing the Mayor of the County of FFawaiic4o
Enter into Agreements and Submit the Amended 2008 Action
Plan and all Other Related Documents to the United States
Department of Housing and Urban Development (HUD) for the
Community Development Block Grant (CDBG) Program under the
American Recovery and Reinvestment Act of 2009 (ARRA)
In accordance with the County Clerk's letter dated February 13, 2009,
regarding transmission of documents for Council consideration, attached
is the above-referenced Resolution. The Office of Housing and
Community Development (OHCD) has requested, and I concur, that the
attached Resolution be placed on the Council agenda for immediate
action and be waived from the Hawaii County Housing Agency.
Timely approval is crucial. The AREA Law requires that HUD obligate
the ARRA funds to the County within 30 days from issuance of the
CDBG-ARRA guidance. It is therefore critical that approval is granted
and the matter be placed onto the April 8, 2009 Council agenda in order
for the County to submit and enter into an agreement with HUD for the
ARRA funds.

SUBJECT: Appropriation Ordinance for Funding Under the American
Recovery and Reinvestment Act of 2009 (ARRA) for the
Community Development Block Grant Program
In accordance with the County Clerk's letter dated February 13, 2009,
regarding transmission of documents for Council consideration, attached
is the above-referenced Ordinance. The Office of Housing and Community
Development (OHCD) has requested, and I concur, that the attached
Ordinance be placed on the Council agenda for 1" Reading and be waived
from the Hawaii County Housing Agency.
Timely approval is crucial. To ensure timely expenditures, the U. S.
Department of Housing and Urban Development will require that all ARRA
funds be spent in a timely matter. It is therefore critical that
approval is granted and the matter be placed onto the April 8, 2009
Council agenda.
