MASUTOMI TO THE HAWAII COUNTY BOARD OF ETHICS From Mayor Stephen K. Yamashiro, dated December 8, 1997, submitting for confirmation the following appointment to the Hawaii County Board of Ethics: Patrick S. Masutomi of Kona, replacing Aileen Lum of Hilo, whose term will end On December 31, 1997. Mr. Masutomi is presently retired after having served as the Regional Vice President with the American Savings Bank (1972-1997). He is not a member of any political party. If approved, Mr. Masutomi will serve a term to end December 31, 2002. Comm. 626: APPOINTMENT OF GEORGE R. ROBINSON AND BILL P. THIBADEAU Tn THE HAWAII COUNTY CIVIL SERVICE COMMISSION From Mayor Stephen K. Yamashiro, dated December 10, 1997, submitting for confirmation the following appointments to the Hawaii County Civil Service Commission: George R. Robinson of Kona, replacing Harry H. Hasegawa of Kona, whose term will expire on December 31, 1997. Since 1991, Mr. Robinson has been the Land Manager with the Kamehameha Schools-Bishop Estate. He is a member of the Republican Party. if approved, he will serve a term to end on December 31, 2002. Bill P. Thibadeau of Hilo, replacing Jeanne E. Yagi of Hilo, whose term will expire on December 31, 1997. Mr. Thibadeau is presently retired after having served as the President of Hilo Transportation and Terminal Co. He is not affiliated with any political party. If approved, he will serve a term to end on December 31, 2002. FC-27 Page 2 January 6, 1998 Comm. 627: APPOINTMENT OF WILFRED M. OKABE TO THE HAWAII COUNTY POLICE COMMISSION From Mayor Stephen K. Yamashiro, dated December 10, 1997, submitting for confirmation the following appointment to the Hawaii County Police Commission: Wilfred M. Okabe of Council District 3, to replace Donald E. Abdul, whose term will ezpire on December 31, 1997. Mr. Okabe has been a teacher with the State Department of Education since 1984. He is not affiliated with any political party. If approved, he will serve a term to end on December 31, 2002. Comm. 638: APPOINTMENT OF ALBERTA H. LINDSAY TO THE HAWAII COUNTY PENSION BOARD From Mayor Stephen K. Yamashiro, dated December 15, 1997, submitting for confirmation the following appointment to the Hawaii County Pension Board: Alberta H. Lindsay of Hilo, to replace Bradley T. Kinoshita of Hilo, whose term will ezpire on December 31, 1997. Mrs. Lindsay is a retired school administrator and psychologist and is a member of the Republican Party. If approved, Mrs. Lindsay will serve a term to end on December 31, 2002. Kiriu, dated December 9, 1997, transmitting for approval the above report prepared by Deloitte and Touche. This report satisfies the requirement of Section 10-13, Hawaii County Charter, relating to the responsibility of the Council to conduct an annual independent audit of accounts and other evidences of financial transactions of the County and of every county agency and executive agency. Recommendations include the potential for significant problems adjusting the County's computer system for the year 2000; consideration of an internal audit function; and the need to improve the collection of past due sewer and landfill receiveable accounts. Comm. 603: RESOLUTION APPROVING THE COST ITEMS DECIDED UPON BY AN (Res. 195) ARBITRATION PANEL AFFECTING SHOPO BARGAINING UNIT 12 AND EMPLOYEES EXCLUDED FROM BU 12 FOR THE CONTRACT PFRTAD JULY 1 1997 THROUGH JUNE 30 1999 From Mayor Stephen K. Yamashiro, dated December 1, 1997, transmitting the above resolution. Attached as an ezhibit is a schedule showing the total cost of these various adjustments over the two years of the contract. If approved by the legislative bodies of all jurisdictions, the increased costs for this fiscal year will be covered by the Provision for Compensation Adjustment appropriation in the current budget. Comm. 607: RESOLUTION INCREASING TIME ELEMENT OF VAN DRIVER FROM (Res. 199) 1/2T TO FULL TIME - RSVP PROGRAM - ELDERLY ACTIVITIES DIVTRTAN. DFPARTMFNT OF PARKS AND RECREATION From Director of Finance Harry A. Takahashi, dated November 19, 1997, transmitting the above resolution. Because of the increasing number of volunteers who are non-drivers, the half-time driver who picks up volunteers and transports them between home and their volunteer stations is hard-pressed to maintain his daily passenger list. Comm. 608: ORDINANCE BILL AMENDING THE CAPITAL BUDGET BY (Bill 172) APPROPRIATING FUNDS FOR SEVERAL PUBLIC w~RKS AND PARKS AND RECREATION PROJECTS From Director of Finance Harry A. FC-27 Page 4 January 6, 1998 Comm. 609: ORDINANCE BILL AMENDING CHAPTER 24, ARTICLE 4 OF THE (Bill 173) HAWAII COUNTY CODE 1994, AS AMENDED, RELATING TO MOTOR VEHICLE DRIVER'S LICENSING FEES From Director of Finance Harry A. Takahashi, dated November 25, 1997, transmitting the above bill. The bill seeks to increase the application for instruction permit from $5 to $10 and it also adds three more provisions to the section. Comm. 609.01: From Finance Committee Chair Aaron Chung, dated (Bill 173) December 17, 1997, transmitting Bill 173, Draft 2, (Draft 2) relating to motor vehicle driver's licensing fees, to correct formatting errors. Comm. 635: ORDINANCE BILL AMENDING THE OPERATING BUDGET TO (Bill 179) APPROPRIATE FUNDS FROM THE FUND BALANCE OF THE HIGHWAY FUND TO VARIOUS ACCOUNTS From Director of Finance Harry A. Comm. 636: ORDINANCE BILL AUTHORIZING THE ISSUANCE OF $40 MILLION (Bill 180) GENERAL OBLIGATION BONDS OF THE COUNTY OF HAWAII FOR THE PURPOSE OF FINANCING VARIOUS PUBLIC IMPROVEMENTS OF THE COUNTY OF HAWAII; FIXING THE FORM, DENOMINATIONS, AND CERTAIN OTHER DETAILS OF SUCH BONDS AND PROVIDING FOR THEIR SALE; AND AUTHORIZING THE ISSUANCE AND SALE OF A LIKE PRINCIPAL AMOUNT OF GENERAL OBLIGATION BOND ANTICIPATION NOTES IN ANTICIPATION OF THE ISSUANCE AND SALE OF SUCH BONDS AND APPROPRIATING FUNDS FOR THE rncmS OF THE ISSUANCE OF SUCH BONDS From Mayor Stephen K. Comm. 641: CHARTER AMENDMENT ESTABLISHING A NEW DEPARTMENT - (Bill 181) DEPARTMENT OF DATA SYSTEMS From Mayor Stephen K. Yamashiro, dated December 16, 1997, transmitting the above bill. The County currently handles its data processing concerns through a division within the Department of Finance. Service demands by various departments and agencies have expanded beyond the Department of Finance. The charter proposal to establish a Data Systems Department will insure that the County will be able to develop its data systems in a timely and efficient manner in keeping with industry standards and practices. FC-27 Page 6 January 6, 1998 Comm. 649: HAWAII STATE ASSOCIATION OF COUNTIES (HSAC) EXECUTIVE COMMITTEE MEETING - DECEMBER 10 1997 From Al Smith, Secretary-Treasurer, HSAC, dated December 22, 1997, submitting highlights of the Executive Committee meeting of December 10, 1997. Action is required on the following: The National Association of Counties (NACo) recognizes that economic opportunity, environmental integrity and societal equity are the foundation upon which counties can build a better quality of life for its citizens. NACo has adopted a Statement of Values which can lead to development of sustainable communities. ACTION REQUESTED: HSAC adopt NACo's Statement of Values.
