Subject: Update from the January 27, 2009 Meeting of Ad Hoc Committee related to Plastic Bag
Reduction
Pursuant to Communication 17, discussed at the 16 December 2008 Environmental Management Committee, a
meeting of the Ad Hoc Committee relating to Plastic Bag reduction was held on 27 January 2009 at 1:00 pm in the
Council Chambers on the second floor of the Ben Franklin Building in Hilo.
Council members attending were Pete Hoffmann, Chair of the Committee, Dennis "Fresh" Onishi, and Emily
Naeole. J Yoshimoto was unable to attend.
The purpose of the Ad Hoc Committee was to review Bill 326-08, Draft 2, the proposed ordinance amending Chapter
20 of the HCC, the Maui County Bill 69-2008, Ordinance No. 3587, and the contents of Communication 1332.33.
dated 22 September 2008, which contained the Mayor's objections to the proposed Bill 326-08 (Veto Message), and
during this review determine whether various aspects of the Maui County Bill and the Veto Message could be
incorporated into a new proposed ordinance for the Council to consider.
Copies of the above documents were distributed to Council members attending and the Committee discussed the
background/details of the 2008 bill before the previous Council. Mr. Onishi was requested to review the language in
Comm. 1332.33 reference non-profit organizations and draft suitable language for inclusion in an updated draft
ordinance. Ms. Naeole was requested to determine the feeling of residents in the vicinity of the Malama Market in
Pahoa to gauge local sentiment. Mr. Hoffmann would review the section regarding penalties and an effective date
and recommend proposed language changes.
A further meeting of the Ad Hoc committee would be held on 17 February 2009 at Keauhou prior to the public
hearing scheduled for that date. The specific time/location is still to be determined.
