PURPOSE: • Identify long-range visions, values and priorities • Guide the pattern of future development • Guide the County's decision-making • Promote and safeguard the public interest Community Development Plans (CDPs) The General Plan, revised in 2005, established the CDP program to: • Translate the goals of the County General Plan into specific actions for geographical regions around the island. • Create a forum for community input into land-use and delivery of government services. Help the County and its consultants tailor the planning process to the unique characteristics of Ka'u and its stakeholders 2. Promote the planning process within various sectors of the communlty to maximize participation 3. Ensure that the CDP reflects the community's values and vision Rather than advocate on behalf of particular interests or perspectives, Steering Committee members' job Is to listen carefully to their fellow community members and help to craft a CDP that the community truly "owns "_ Steering Committee Selection • Represents diversity of Ka'u: perspectives, geographic, length of resident, etc. • Key characteristics - Knows Ka'u and its people - Devoted to Ka'u and passionate about improvement - Experienced working an community issues - Respectful and able to work with all sons of people - Service-oriented and good listener - Open-minded and able to compromise - Positive attitude Steering Committee Chapter 15 of the General Plan requires that each CDP have a Steering Committee: ...Each Community Development Plan shall have a steering committee composed of members appointed by the mayor and confirmed by the council. The members shall be broadly representative of the affected communities. The steering committee shall work in conjunction with the Planning Department and with any professional consultants hired to assist in the preparation of the plan.... Three nominees were born and/or raised in Ka'u. • Represent all sectors of the community, particularly agriculture, business, natural resource conservation, and civic groups 3
