Your Committee on Finance, to which was referred Communication No. 28, reports as
follows:
Communication No. 28, transmitted by Mayor Stephen K. Yamashiro, dated
December 10, 1996, nominates Mrs. Mahina T. Maxey, of Volcano, for reappointment to
the Hawaii County Tax Board of Review.
Submitted with Communication No. 28 is a letter from Corporation Counsel
Richard D. Wurdeman regazding eligibility requirements for reappointment to the Tax
Board of Review. Originally created by State Law, the Tax Boazd of Review is now
established under the authority of an ordinance, Hawai' i County Code § 19-96. Pursuant
to Article XIII, Section 13-4 of the Hawaii County Charter, in providing various
qualifications for membership, specifically limits itself to "..boazds and commissions
specifically established by this charter..."
A life-time resident of Hawaii, Mrs. Maxey has been an owner/manager of a bed and
breakfast business. She is active with the Volcano Community Association, the Volcano
Arts Center, and the Lanikai Community Association. A Democrat, she will serve a term
to end December 31, 2001.
Mrs. Maxey was not in attendance, however, Mr. Rudy Legaspi, Executive Assistant to
the Mayor, stated that she will perform her duties as she had during her previous term.
Your Committee on Finance recommends the approval of the reappointment of
Mrs. Mahina T. Maxey to the Hawaii County Tax Board of Review.
